It's a pack from The 1973 Wacky Cloth Patches series. The giveaway is the word "patches" instead of the usual "stickers" below the crust toothpaste image. Pretty rarely seen!
The best description of the various wrappers in the Wacky Package series is by Greg Grant on his wacky pack website (see below - highly recommended if you are interested in wackys). There is more confusion because the same wrappers were used for the first three series of Wackys. Also many wrappers were folded differently (the 85 and 21 folds also discussed on the website) giving the obsessive wacky collector lots more to worry about.

i went and checked the progress and noticed the red wacky pack got put in the rare category. Is that a 1973 series 2 pack? I really have limited knowledge of wacky packs. There wrapper designs confuse me and it seems like they reused the same wrapper for different series so I decided not to pursue them for my collection until I have a better understanding.
